The training center for normative and methodological support of higher education was established by the Decree of the Minister of education and science of the Republic of Belarus No. 54 of March 11, 1996. Currently, the center's structure includes Department training program documentation, Department of information and methodological support of higher education and the sector of higher education.
Training center of normative and methodological support of the higher school fulfils most of the functions of the NATIONAL INSTITUTE for HIGHER EDUCATION as a base institution of the Ministry of education of the Republic of Belarus on normative-legal and scientific-methodological support of higher education.
Training center of normative and methodological support of higher education performs a set of tasks, the solution of which contributes to:
- normative and methodological support of the process of development and modernization of the national system of higher education;
- improving the quality of higher education in accordance with the requirements of national and international standards;
- expansion of the presence of higher education of the Republic of Belarus in the international market of educational services.
Direction of activity:
- development and examination of project versions of regulatory legal acts;
- informational, methodological and analytical support of higher school activities;
- organizational, methodological and informational support of the entrance campaign to higher education institutions;
- maintaining a database of regulatory legal acts in the field of higher education;
- advisory assistance on issues of regulatory legal support for the activities of higher education institutions;
- examination (standard control) of standard educational and program documentation and educational standards;
- normative and scientific and methodological support for the implementation of educational standards in higher education specialties;
- maintaining a database of educational standards and educational and program documentation;
- coordination of the activities of educational and methodological associations in the field of higher education;
- advisory assistance and information support of scientific and methodological work in institutions of higher education;
- development of a methodology for regulatory financing of higher education institutions;
- development of the structure and calculation of the basic standard of financing, development of correction coefficients;
- development of draft regulatory legal documents for testing the mechanism of regulatory financing in institutions of higher education.
