
On January 17, Belarusian President Alexander Lukashenko signed Decree No. 31, declaring 2025-2029 a five-year quality period. It will cover all areas of state and societal activity. The priority goals of the five-year period are to further improve the quality of life, the competitiveness of the Belarusian economy, and the improvement of social relations.
The five-year quality period envisions comprehensive reforms aimed at achieving high standards of living, increasing social well-being, enhancing economic and management efficiency, optimizing production processes, and improving the performance of goods (works, services).
The decree defined the strategic objectives of the five-year quality period in the economy, the organization of people's lives, social relations, and the law. These are the pillars that form the foundation of the functioning of the state.
These objectives include the creation of new modern enterprises, digital transformation, ensuring technological sovereignty, further increasing household incomes, implementing a fair pricing system, increasing the birth rate, and improving demographic potential.
Accessibility and high standards of education, healthcare, and social assistance, as well as the development of housing, utilities, transportation, and telecommunications infrastructure, must be ensured.
Further debureaucratization and a reduction in the administrative burden on citizens and businesses will also contribute to improving people's quality of life. Among the objectives is the promotion of healthy lifestyle principles.
The priorities of the five-year plan include maintaining national dialogue, strengthening the institution of the family, traditional moral values, and patriotism, enhancing political and legal culture, and ensuring the stability of legal regulation.
Achieving the objectives of the five-year quality plan and making it effective and efficient can only be achieved through the joint efforts of government agencies, organizations of all types of ownership, and citizens. In this regard, an understanding of citizens' personal responsibility for the overall outcome and for preserving the country's independence will continue to be fostered.
The President instructed the Government, together with regional executive committees and the Minsk City Executive Committee, to include measures to achieve the objectives of the five-year quality plan in development programs (plans) for Belarus, economic sectors, and regions.
