Personal reception of citizens and legal entities at the RIVSH is carried out both by prior appointment and on a first-come, first-served basis according to the reception schedule.
Pre-registration for a personal appointment with the rector or vice-rectors is carried out by calling 8 (017) 252 83 15 with the secretary of the rector’s reception office.
When making an in-person appointment, you must have identification documents (passport, residence permit) with you. Applicants' representatives must present documents confirming their authority. It is also recommended to have responses to previous inquiries and other documents necessary for consideration of the matter.
In the event of temporary absence of the rector or vice-rectors on the day of personal reception, personal reception is carried out by the officials performing their duties.
If the day of a personal reception falls on a national holiday or a holiday declared a non-working day by the President of the Republic of Belarus, the day of the personal reception is postponed to the next working day.
During a personal reception, technical means (audio and video recording, filming and photography) may be used by decision of the rector, of which the applicant is notified before the start of the personal reception.
During a personal appointment, applicants can:
- make extracts from materials related to the consideration of their appeals (with the exception of materials containing information restricted for distribution and (or) provision), and photograph these materials;
- use technical means (audio and video recording, filming and photography) with the consent of the official conducting the personal reception.
Officials of organizations conducting personal receptions, as well as employees of organizations authorized to make preliminary appointments for personal receptions, do not have the right to refuse a personal reception or an appointment for a personal reception, except in the following cases:
appeals on issues not related to the competence of these organizations;
appeals on unspecified days and hours;
when the applicant has already been given a comprehensive answer to his questions;
when correspondence with the applicant on the issues raised in the application has ceased;
when the applicant uses technical means (audio and video recording, filming and photography) without the consent of the official conducting the personal reception and refuses to stop their use;
failure to present an identity document of the applicant, his representative, as well as a document confirming the authority of the applicant’s representative.
Oral and written requests will be left without consideration if:
- they contain a threat to life, health and property, or an incitement to commit an unlawful act;
- the applicant abuses the right to appeal in any other way.
