On October 19, the Ministry of Education adopted Resolution No. 391 "On the list of pedagogical specialties, upon admission to which certain categories of applicants are enrolled without entrance examinations."

The list includes, in particular, the following specialties: pre-school education, primary education, historical education, philological education (indicating subject areas), education in the field of physical culture, museum work and protection of historical and cultural heritage, engineering and pedagogical activities.

There are 23 specialties in total.

According to Decree No. 391, the following specialties are enrolled without entrance examinations (including those entering in accordance with an agreement on targeted training of a specialist with higher education): winners (diplomas of I, II, III degrees) of the third (regional, Minsk city) stage of the Republican subjects carried out by the Ministry of Education in the academic year (if there is a recommendation from the pedagogical council of the educational institution they graduated from), upon admission to the specified pedagogical specialties and for which this subject is defined as the subject of the first profile test, as well as persons who have a certificate of general secondary education of a special type with the award of a gold (silver) medal or a diploma of secondary specialized education with honors (if there is a recommendation from the pedagogical council of the educational institution they graduated from).

In addition, without entrance examinations for these specialties, persons who have been trained in specialized classes (groups) of pedagogical orientation of institutions of general secondary education and institutions of secondary specialized education are enrolled (if there are marks in the document on education of at least 8 points in academic subjects corresponding to subjects of specialized tests, marks not lower than 7 points in all other academic subjects, with the recommendation of the pedagogical council of the educational institution they graduated from, and based on the results of an interview conducted by the HEI in the manner established by the Ministry of Education), subject to subsequent mandatory work on the distribution of at least five years after receiving higher education in full-time form at the expense of the budget.

The departmental decree of April 7, 2014 No. 30 "On the establishment of a list of pedagogical specialties, upon admission to which certain categories of applicants are enrolled without entrance examinations" and the resolutions changing it are recognized as invalid.

The Decree enters into force after its official publication.
